The manifestation of the aim of creating a world order - where the threats of globalization are reduced and its benefits are equally shared - in today's legal field necessitates bringing an international perspective to the public law which mainly interprets the democracy, human rights and citizen-state relationship at national level. Driven by this need, the European Union member countries that play a significant role in giving a cohesive orientation to the legal, economic, political, social and finally cultural dynamics in a globalized world initiated the construction of a “European” public law and established the European Public Law Centre (EPLC).
